Polling: Payment Transactions

GET/api/v1/resources/payment_transactions

Read Payment Transactions through the same cursor contract for both initial and incremental sync.

Incremental reads with cursors

Do not send a cursor on the first request. Persist next_cursor and send it in the next request. Merge records idempotently by domain_id + id.
